Il presente volume, si colloca tra i Manuali della Collana “Itinerari di Diritto pubblico e di finanza pubblica”, e si inserisce nell’ambito del Modulo Jean Monnet “NGEU and safeguarding the EU’s financial interest: the challenging roles for the European and the Italian Court of Auditors at the dawn of new paradigms in auditing and protecting the European budget” con l’intento di coniugare l’impegno scientifico e le finalità didattiche del Modulo. This volume is part of the series of manuals entitled “Itinerari di Diritto pubblico e di finanza pubblica’ (Public Law and Public Finance Itineraries) and is in the framework of the Jean Monnet Module “NGEU and safeguarding the EU’s financial interest: the challenging roles for the European and Italian Court of Auditors at the dawn of new paradigms in auditing and protecting the European budget” with the aim of combining scientific commitment and the educational objectives of the Module.

Vanessa Manzetti, Associate Professor of Administrative and Public Law, qualified for the role of Full Professor. She is responsible for national and European projects, coordinator of the Summer School ‘Public Auditing and Accountability: Data Mining and Analytics—What Implications for Auditing?’ and of the Winter School “The National Recovery and Resilience Plan (NRRP) and Local Authorities” at the University of Pisa, and the Jean Monnet module “NGEU and Safeguarding the EU’s Financial Interest” (2022-2025).

She has participated as a speaker in several international symposia and was a visiting researcher at the European Court of Auditors, further strengthening her expertise in EU financial oversight. She also contributed to the drafting and adoption of a formal convention between the University of Pisa and the European Court of Auditors, fostering a unique collaboration between academia and EU institutions.

Vanessa Manzetti is the author of three books: Fondazioni di origini bancarie e principio di sussidiarietà orizzontale; Cassa Depositi e Prestiti. Paradigma italiano delle banche nazionali di promozione; and Lo stato sociale tra regole di finanza pubblica e nuovi modelli di welfare. She has authored numerous publications on public intervention in the economy, budget law, public contracts, the third sector, and shared administration.
