In recent years, the organizational debate has strongly focused on the transformative impact of technology on people’s lives. One of the main topics concerned how technologies in organizational contexts can influence work activities, facilitating or hindering tasks, processes, and human resource management. On the one hand, therefore, the advent of technology has led to the birth of new forms of work that make the use of increasingly innovative technologies their central factor. On the other hand, the rapid spread of the COVID-19 health emergency has significantly reshaped the work landscape, encouraging the spread of those working methods that should enable flexibility and working from distance.

In the Italian context, one of these forms of work is called smart working: different aspects of smart working have been exploited to guarantee business continuity, simplifying its implementation. As a form of work, it offers significant advantages to organizations. Positive effects are expected in productivity, goal achievement, well-being, and individual quality of life. However, even after the pandemic, the concept of smart working still needs to be clarified, as it perpetuates negative perceptions and complicates management support initiatives. It still overlaps with similar practices such as «hybrid work,» working from home,» or the more traditional «teleworking.»

This book will look at smart working as part of the wider technological change process taking place in public administration. Through the theoretical perspectives of researchers who have addressed organizational change processes in the public sector over the last decades, the purpose is to explore the phenomenon of smart working within the current regulatory framework. The book seeks to understand how public management can implement this way of working through managerial approaches that establish effective relationships between employees and technologies.  Furthermore, the present work provides an interpretation of the phenomenon, considering the prospect of reshaping future work in the public sector due to a clearer vision of the managerial tools available to management.

Lucio Todisco, born in 1987, is a Postdoctoral Research Fellow at the Department of Economics, Management, Institutions of the University of Naples Federico II in Italy. His academic journey led him to complete the Ph.D. in Management (XXXII Cycle) at the same Academic Institution.

He has been visiting Ph.D. student at the Stockholm Centre for Organizational Research (Score).

His research focus spans diverse topics, particularly cutting-edge areas such as «smart working,» innovative new forms of work in organizations, and how public management can introduce them from a managerial perspective.

Moreover, Lucio Todisco explored other topics, such as collaborative governance, shedding light on the dynamic interplay of stakeholders in these domains.

Some of his recent contributions have focused also on digital transformation in the public sector, trying to reveal its implications and applications. Lastly, his research expertise extends to Human Resources Management in the public sector, delving into strategies to improve soft skills in this context.
